Why can't I make a thread anywhere else?

I want to post a contest under the contests section. I'm new here so go easy on me.

 

Before you are able to post in certain areas you have to receive 3 likes. The best way to earn likes is create a good content post that interests people. You will also find in the areas that you cannot post a link that explains the steps.
