The only way you can get people to return is to have new updated content layed out on a userfriendly layout.
Opt-in list may help. If the visitors sign up, you will remind them of your site at least once a week. Good luck!
Keep adding new things to your site. Maybe start a competition, and announce a weekly winner. This way people will keep coming back to your site to check. Also, RSS feeds can bring subscribers to your site every day. If they find something interesting in the feed, they will come and read it. But for this, again you'll have to keep your site updated reguarly with interesting topics.
Keep on updating your site's content at regular intervals. If the visitors find updated content on your site they would keep coming back and also recommend your site to their acquaintances. Also by holding certain contests and promotions, you may find your number of returning visitors increase dramatically.
One of my favorite sales trainers once taught me, "You must make at least 6 contacts, whether they be by phone, mail, or in person, with a prospective customer before you will make a sale." Granted, this was for "real-world" marketing, however I find it applies well enough to online marketing as well. There are many types of online marketing, however I break them up into two categories: Proactive and Reactive. Proactive marketing is contacting your customers directly, whether it by phone, in person, SMS text message, or my favorite, email newsletter campaigns. Proactive marketing, in my belief, is the most powerful as it does not require that you sit and wait for your customers to come to you. The trick is to be sure not to overstep your welcome. Too much or unsolicited proactive marketing can lead to unhappy customers. Unhappy customers tend to shop elsewhere. Reactive marketing is also useful. It be in the form of Google Adwords, a "blog", new website content, tutorials, and posting your offerings on indexe sites which offer other products and services similar to yours. for one, I hate sites with 20 million ads, so, try to reduce the number of ads to as little as possible. 2nd: good updated content, post every day 3rd: discussions: make topics about what people might be interested in discussing and people will discuss it!
A newsletter will remind people of your site and keep them coming back - at least if your newsletter has anything interesting.

1. Have an opt-in mailing list, and establish a personal connection w/ your subscribers. 2. Have a Del.icio.us bookmark icon in a prominent place in your site 3. Have a blog. 4. Include some sort of tool in your site. Examples include a calculator, a test, or something. 5. Have a forum.
