I believe any host with PHP will let you run adsense.

Now, a few host are allowing proxy website.

As for the site creator, if it is all in html, you might not be able to run a php file in it , without modifying a few things.

Just a tip, you wont land anywhere if you're using standard shared hosts to run public web proxies; they are too resource intensive for shared hosting.

I own www.cloakhost.com - offering specialized, quality proxy hosting services. Remember, you gotta invest something to get return. Don't waste your time with free/dirt cheap hosting...especially with proxies.

Please check our current sale thread and know more about our services and what our clients are saying : http://forums.digitalpoint.com/showthread.php?t=431568

I'll also help you setup your proxy and available via IM :)
