In most cases I agree that blending your ads to your layout is a good idea. However, I've tested sites where I had 13%-20% ctr but making them stand out a bit. Not with super bright colors but maybe just slightly darker shade than the background, just enough to make the eyes notice it more than the rest of the text, but not enough to say "hey, this is advertising!"

For Color Tips : Sometimes blending your Ads will increase CTR, OR make it prominent that bring you tons of clicks. It all depend on the site layout/theme. You should test it to your site.
