You can place AdSense on the main page of your proxy. The TOS don't directly restrict placing ads on proxified pages, but imagine this scenario. You place adsense on proxified pages and someone uses your proxy to browse porn (which is very popular in proxy sites). When that user clicks on your ad when he is on the porn page, YOUR account breaks the policy (check the "Site Content" heading in the policy link you mentioned). So do you want to risk your AdSense account banned just for placing ads on proxified pages?
Ok, here is the plan. People only place their adsense on the site if it is not breaking the rules. The ads blend into the content and probably have a high ctr. So say you simply replace the pub-id on the pages? Can you do that? PS. Please, no bs about how you cannot modify adsense code. You cannot modify it to have special properties, like open ads in a new window. You can change the pub-id.

what if we put an iframe on the proxified pages,showing our websites and put some adsense ads on top of those website? in this case adsense wont understand that where the clicks are coming from

Honestly...don't go the reciprocal route, not worth it better to get quality one-way backlinks - make them paid for or at least do something for i.e. offer adsense optimisation tips to you for a free link or something
