It is possible way to earn money using affiliate programs without website? or it is a requirement to have a website in order to use affiliate program?

It is better to have a web site and add the affiliate links. Reason being you will need to advertise hard to earn money. Best to advertise your web site than those affiliate links because at the end of the day, the web site belongs to you and also the efforts of your SEO. But if you do it for an affiliate links, all the SEO efforts won't be yours should the affiliate fold or disappear.
I think it's easier to make money WITH a website. You have so many more options and allows you alot more freedom in your marketing. Tell other people how to make a website with the affiliate.... make videos showing people how to make an affiliate website or how to sign up for affiliate programs... those are ways to verbally affiliate!
