If you are in the US then go to County Courthouse and fail a claim at the small claims civil court. Ask for the Pro Se forms and they will explain what you need to do. There will also be a small filing fee.

I got scammed too for about $305, and after I reply the Dispute in resolution center, Paypal Closed that dispute and send the money to the Buyer. So All Money Gone away now. And All of the Stolen Domain still sitting there under Thief account. :((

So paypal seem to be a risk option for both buyer and seller. Since it's easily checked who owns a domain doing this with a (human controlled) reliable problem resolution seems to be rather easy.

If you are buying a site or domain for low amount, what does anyone suggest as safe payment provider for both sides?

You can get the names back through GoDaddy.

I had ALL of my domains stolen out of my account and GoDaddy got them back after about 2 weeks of begging them and filling out all the paper work they requested. As soon as I sent stuff in I called them to make sure they got it, if the rep won't walk over to the UNDO dept and tell you if they got it then talk to a manager, there are a few good ones at GoDaddy.

    Ha Ha Ho Ho!
    Don't go anywhere near GoDaddy!
They will rip both of you off & keep the domains until they expire, the resell them.

if he refuses to reply the paypal dispute, it will favor you. I had been scammed before and paypal favored me because the seller did not respond within the time limit, got most of the money back but not all. And no I didn't get scammed through DP, it was on ebay

Next time, don't use PayPal for large transactions due to the risk of chargebacks. Use MoneyBookers instead as I believe they are chargeback-free.
