I have not seen any tests which support the theory that outbound links have a positive effect on SEO.

You could link to an affiliate link using related link text if you like. This way, it will be benificial from the point of view of Search Engines, serve your purpose, and also earn you some income. See this Dublin Travel site as an example. If you visit the Accommodations page, you'll see a few text links 'Accommodations in Dublin by Location' and 'Accommodations by Type / Grade ' These are affiliate links and are external. Anybody clicking on them will be beneficial for us. Similarly, you can see a few external links on the Dublin Hotels page. We've used related text for the link texts.

They have to HITS algorithm which is belived to be used by Ask.com. I've heard that having links to authority helps you in ranking. Outbound links might help SE to find the topic of your page more closely. I think people undervaluate the importance of outbound links.
Outbound links "Does not have any impact with SEO". All matters the relevancy. SE's determine the theme of your site pages with the quality of information provided. You can provide a link to related or similar resource will gain more value than a link to other irrelavant sites. Same implies with incoming links. It should be from sites with similar theme. If you feel that providing a link to similar resource will help a visitor to learn more about the subject, you can do so. But using any affiliate links may work adverse for your site. They will be treated as paid links by some SE's. If it hasn't happened already, it appears that some of the search engines may start penalizing affiliate links, categorizing them as paid links. This is one of the reasons that Commission Junction has decided to make changes to their link structure some times back. Even if you like to use affiliate links than you need to filter the impact of "paid links" using a "no follow" tag. For example: <a href="http://www.xyz.com?AID=2222222xxxxxx=CJPID" rel="nofollow">Xyz.com</a> Code (markup): The "rel" attribute defines the relationship described by the hypertext link, and describes the relationship of the destination of the link to the document containing the hypertext anchor. So by including the "nofollow" definition in the "rel" attribute to the anchor tag, you are telling the search engine spider to not follow that link.

Outbound links DO NOT help, however if you have too many per page or if they are irrelevant to your site/page content(I include" pages" for directory sites) they can hurt. Good luck!

It does help. Depends upon how you use them. There is huge difference between an SE and SEO. Everything in world of SEO's are not acceptable to SE's, but All SE's are bread and butter of SEO's. providing link to similar "resource" do help a lot, but one should avoide creating a link farm.
