Not really sure why you're getting an error, but I just tried linking my Paypal to DP and it works fine. Maybe you can try again after sometime or as the poster above suggested, try using another Paypal if you have one.
Anyway, after a Paypal account is linked to DP, the changed status sometimes doesn't reflect immediately. First you need to log out of Paypal and then from DP. After that, log in back again on DP and check. The change in status reflects.
Here's a thread where people have discussed the same problem – https://forums.digitalpoint.com/threads/unable-to-link-paypal-to-account.2731860/.

    Hope it helps.

Just try this - Go in 'Profile' from 'My Account' menu, select 'My selling tools' from the menu at the left. An option for 'API access' will be there. Click on 'Update' adjacent to it. Option 1 lets you 'Add or edit API permissions' while the second one allows you to 'Request API credentials'. Please check if you can use any of these options manually/externally/independently instead of trying to link to you Paypal through DP.
    Hope this helps.

Selling tools is an option in Paypal friend. What I'm suggesting is logging in FIRST in your Paypal account and then using the 'API access' from it to see if you need to set or change any permissions from there to link a third party account. Check this page - https://developer.paypal.com/docs/classic/admin/third-party/.

    You still confused mate??

Ok i got to the paypal site and it just says whenever i come back "a server error occurred, please try again later." Or it just says this under the error header "," or this ":" I put the symbols it gives me in quotes. It did the same thing when i tried to link my google analytics account.
