LOL, they do not even say why to get in touch with other webmaster! What are we to ask these other webmasters in a polite way? If we invite them round for dinner will we get a good PR rating? NO? Perhaps just being nice to them is something that google picks up on and awards decent PR for Any site with decent rankings and or decent PR gets bombarded with emails from people wanting to exchange links - it is annoying. Although i will sometimes entertain people when in a good mood.
