    Hey, ok basically im looking for a forum or website that is already up and running but just needs alot of promoting to get started, so not bothered on traffic atm just something i could earn like adsense from in the future, not looking to spend too much, probably something up to $35.

    Why don't you try some new concept like collaboratively edited question and answer site. Such an example is stackoverflow.com. It could work in many different areas.
