I got an email stating :

For the safety and security of the PayPal network, we often review accounts
for potential risks. After reviewing your account, we have decided to close
    it because of security issues.

We are making every effort to minimize any disruption to your business.

If your PayPal account balance is zero, and you have no unresolved buyer
complaints or chargebacks, your account will remain limited.

    -----------------------------------
    Disbursement options
    -----------------------------------

Option 1. If you owe refunds to any of your buyers, you can use the money
in your PayPal account to refund them.

    To refund your buyers:
    1. Log in to your PayPal account.
    2. Click "Contact Us" at the bottom of any page.
    3. Click "Contact Customer Service."
    4. Under "Choose a Topic," select "Sending/Receiving Money."
    5. Under "Choose a Subtopic," select "Refund/Cancel a Payment."
    6. Click "Continue" and follow the instructions to refund payments.

Option 2. Money in your PayPal account will be held for 180 days. After 180
days, we'll email you information on how to receive your funds.

But I can still login and can add another Credit card OR get an option to upload document.

    I am CONFUSED !!

    Pl help..

    I have around 1800$ stucked !!

To verify my account , paypal DID call all my customers and verified. All products got delievered also. I sent Tracking numbers also ..

Closed due to SECUTIES ? Do I look like TERRORIST even after submitting all my documents ?

WHY CANT PAYPAL SEND HIS VERIFICATION OFFICER TO MY HOME AND VERIFY ?

How can I restore my account access?

There's been a lot going on lately with Paypal freezing funds. They've hiked their fees and now the freeze frenzy. It really seems like they're trying to rake in as much money before they just go under. It would be quite the good thing to see some other company emerge as a payment processing leader. Paypal has too many flaws..

Call Paypal and talk to someone about your account. Only a Paypal employee can give you the information you are looking for.
So, have you done this? There is no way Paypal will unlimit your account unless you've provided the information they are asking for.

But it's not surprising to me that Paypal thinks your account his high risk.

Here you say that you don't have the invoices to show Paypal that you have the merchandise you are selling:
    http://forums.digitalpoint.com/showthread.php?t=1474549

The PayPal AUP requires that you only sell items that are physically in your possession.

    http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/ua/use/index_frame-outside
You need to be able to document the supplier has actually provided the items you are selling.

This is an issue because had customers file chargebacks, and your account was (is?) negative $800:
    http://forums.digitalpoint.com/showthread.php?t=1478362

You didn't provide the shipping invoices Paypal needed to contest the chargeback, so they have lost almost a thousand dollars by having you as a customer.

And another problem - here you say you added a credit card from someone else's bank account to "verify" your account, so you can't provide PayPal the statement information they requested:
    http://forums.digitalpoint.com/showthread.php?t=1480648

Put all that together, and yes, your account looks very risky.

Ah, I see. It may be that PayPal figured out that the two accounts were related, and took action for that reason, particularly since you haven't been able to verify this account and your original account is still $800 in the negative. Bummer for your wife.

What did you do on Aug 25, 2009 ?
Start there. Who did you receive money from, or send money to ?

Really ? You really expect Pay Pal to send people all over the world into people homes for menial amounts of money and small individual accounts ?
Maybe if you have a million dollar account, other than that...get real.

Securities concerns doesn't have to mean terrorism so get off of it. It could mean money laundering, fraudulent Credit Card transactions, identity theft, product fraud, you lied on your application, wire fraud, or that you have done business with someone who is under investigation for these things, or just about anything else.

... or just about anything else ... In fact it doesn't look good for PP. I'm quite shocked from what I have read, seen and heard on that site below. Even staff stealing from PP user accounts.

    A Note From The Editor
    September 7, 2009

This website is a collection of horror stories, news reports and other information addressing problems with Paypal, Inc..

While we do not have the resources to verify each and every complaint we receive, we do believe that all reports posted here are true based on our own experience with Paypal and the growing number of corroborating horror stories we receive every day. The main subject of the majority of these horror stories is the following:

Your Paypal account can be frozen at any time, without advance notice, leaving you without your money for months (if not forever), and there isn't much you can do about it.

If you would like to submit your own PayPal horror story, we would be more than happy to post it for everyone to read, providing that it is truthful and void of inappropriate language. Please feel free to submit your story by clicking Here

If you are searching for an alternative to PayPal, we strongly suggest acquiring a Real Merchant Account.

    -----------------------------------------------------------------------------------------------------------

According to the San Francisco Chronicle, there are approx. 100,000 complaints outstanding at PayPal (Are any of these yours?). In many instances disputes can run on for months leaving people frustrated and out of pocket as they are unable to access their accounts. So what happens to the millions of dollars tied up in frozen accounts and disputes? Well, here is a clip from the San Francisco Chronicle that basically sums it up:

U.S. District Judge Jeremy Fogel of San Jose refused to dismiss a lawsuit that seeks class-action status on behalf of thousands of PayPal customers nationwide. A common allegation is that the company brushes off or stalls customer grievances for months and meanwhile freezes the customer's account and pockets the interest (So that's how they make their money!). No wonder they freeze so many accounts!
