I appreciate your listing a budget, but, what exactly are you looking for?
Do you want a site that you don't do anything to and you expect it to keep it's current level of income, IOW, a turnkey site that makes natural type in traffic?
Or are you looking for something to take an active role in and use your skills for further development, basically a good foundation of indexing and traffic?

Is the marketing budget of what it takes to have a money making site involved in what you want?
If I have a site that makes $8000 a month and it takes $1000 in adwords to keep it on that level, is that one of your concerns?
It would help to know what you exactly want to do, and what your expectations are, and then, out of the 15,000 sites that we operate, I can target your needs exactly.
What is most valuable to me, may not mean crap to you, based on your needs, experience, and skill level.

Also...is PR more important than traffic, conversions, and income?
