Arbitrage is paying for traffic (adwords) with the intent to convert it into clicks at a higher rate to turn a profit. Many sites were bidding on low cost words that weren't relevant in order to get traffic to a site that ran ads in higher paying sectors. Google now has a quality score on the landing page which raises the cost for keywords that are not relevant to your landing page.

Google is a lot more concerned about keeping its market share and user base than making short term profit. No one likes to click an ad expecting something relevant only to get to a site that has nothing to do with the keyword they were searching for.

Just a little bump into 2013.Check out Googles TOS http://support.google.com/adwordspolicy/bin/answer.py?hl=en&answer=190442 we have all been saying for years that adsense arbitrage is out the window, but why would google still allow you to have paid traffic?
