These are instructions for mass payment:

2. I'll send the txt file to your e-mail, download that file
3. Login to paypal, click "send money"
4. Click "make a mass payment"
5. Browse and find the file which i've sent you
6. Select "Email Adress" in recipient type
7. Leave other fields blank and continue
8. Pay
