Go with the competitor analysis. Find the top competitors for your specific phrase and analyse their backlinks, content, conversion form, social media.. almost everything they did to get the top position. slowly make the changes as per your analysis. I won't guarantee you quick results with this but this will really gonna help you to reach top position (atleast first page for sure if you concentrate) All the best

You can do lots of activity free of cost for your site like article submission, bookmarking, forum post, guest post, directory submission, link exchange that will help you to get SERP.
Google does not rank websites, it ranks pages. If you want your page to rank higher in google or any other browser, your content, title and url should have good keywords that describe what your page is all about. Keep in mind keyword staffing when writing content, and low or high competition keywords when you choose them. I hope that helps a little bit.
Earlier, I replied to a not a too dissimilar question. I think my response there applies. More specific to yours though - is it possible for free? Yes, the cost is time. Obviously, it helps if you invest in money for areas you're weak in (and saves time). For example, if you're bad at graphics and it's part of your marketing strategy, pay someone!! Don't make something for the sake of it, make something quality. (Quality, not quantity, is important.)
Make sure your on-page SEO is perfect. Then try to create blog posts that are very relevant to your website niche! This doesn't necessarily mean you will be on top of search results, but it might be worth a try. It will depend on they keyword competition. If there's a lot of very very good quality sites that are already ranking for your niche/keyword then it is going to be a little harder than just on-site SEO. And you will probably have to take if off-site.
