    Correct. Google is continually tweaking the PageRank values and algorithm to try and get the most accurate/fair results possible. Matt Cutts has confirmed that this internal value is pretty much always up to date based on all the data available to G. As you say the toolbar and external data centers are only updated about once every 3 months.
