Is it legal for paypal to hold funds for more than 180 days?

    I think that actually paypal does not have the right to hold people's money if people do not intentionally violate it.

    and now you just pissed them off by reporting them to the bbb.
    Your best bet was to contact them and ask what can I do to make this right....
    assuming you did not do anything wrong to start ... why do they think you are high risk?

    They Hold your funds, then they refuse to respond, then say they have no
    obligation to respond since you are not US, is that right?

    What a popular concept to steal someones money, or
    at least put your funds on hold for as long as they wish....

    Whether it's legal or not depends on whose laws we're talking here. Beyond that, good luck
    trying to get PayPal to do anything for you unless, as dscurlock suggested, you work it out
    with them somehow.

    This is an old nightmare Paypal story that I often hear the same story from others.
    - Have you asked Paypal what the main reason for being "high risk"?
    - Are you send or receive money too often?

    I'm afraid your experience will happen to me.
    So, please share what you have done.

    I phoned them what's the problem they said they can't tell for security reason.

    I told them that I've been using them for years, with no dispute against me, and they're going to dump me just like that? Their limitation department say yes.

    The only consolation I have is that the majority of people have their money returned after 180 days. After 180 days I'll withdraw money and sort things out again.

    I complained to BBB offering them notarized copy of passport, correspondence with my bank (which is the biggest bank in Indonesia), they simply refuse to respond because they do not have legal jurisdiction in Indonesia. BBB deleted the complain rather than mark it unsolved.

    My PayPal account got limited for 180 days too. I would stay away from PayPal... Basically I was selling a service that took a few months total to complete and I was changing hosts for my site so it was down for about 2 days. One of my clients thought I ran away with his money and went to the credit card company and filed a chargeback.

    To sum it up fast - I emailed the client asking what the issue was and he said he was sorry and thought I was running with his money. He canceled the chargeback (within 24 hours) and 3 days after he canceled the chargeback PayPal limited my account for 180 days for the chargeback. I know it makes 0 scents, but that is PayPal for you.

    To be honest this is part of PayPals TOS so there isn't anything I or you for that matter can do about it. The biggest problem is they don't listen to individual cases, it's all done by a system. The simple fact I had a chargeback made them limit my account for 180 days even though talking to real PayPal employees before this they said I wouldn't be limited for the full 180 days.

    Oh and the kicker. I was told by a PayPal rep "We don't care about the sellers" - No I am not making that up, that is a 100% direct quote.

    yeah, I am undergoing a similar story and my account was suddenly limited and they are re-visiting my bank and PAN card details, dont know why for God's sake..

    I am not worrying they don't return my money. Most people got paid.

    I am curious why they want to return the money? What stops them from keeping all the money forever? People act fairly only so they don't go to jail. Seriously. Why?

    I want to know by the end of 180 days whether I have some legal power or at their mercy again.

    Well, I can't go back to paypal. After I got my money my account will be closed or so they said. What a mess.

    This is insane. They lost money doing this. I think I can persuade them.

    Paypal is the worst payment company ever to do business with.

    I have nothing but positive eBay feedback around 100+ at the time, and then out of no where paypal decided to limit my account, hold all transactions for weeks, and just screw stuff around.

    I'm pretty sure they hold it to collect interest on the funds, then after they get the interest they release the funds. Just think about it, millions (maybe billions?) in help payments every month that collect 1-3% interest that paypal gets to pocket. On top of the already sky high fee's they charge.

    In short - paypal can do whatever it wants unless you have the money to fight them. Mostly I find that they are pretty honest and there are class action lawyers waiting to sue them. The real problem is MAJOR fraud beyond what you can believe. We all pay as a result.
