Yes, i read at paypal site:
"PayPal allows members to have one Personal account and one Premier or Business account. However, each PayPal account must contain unique email addresses and financial information"
I have no idea on how do i provide different financial information ?
And what about the PAN card ?

see thats the reason. If you call PP and tell them you have entered PAN number on a personal /premier account, then they say that you cannot add to any other account. Also, if you say, you want to open new account, they will say, upgrade the account.

I think Indian paypal users can only have one paypal account due to Pan NO. option.

Well each person can have only one PAN card.
however if you have older paypal account when PAN card wasn't necessary then you can create new paypal account and can add PAN card. :)

I have working paypal account without PAN card, but i dont want to create another account, as paypal is unpredictable.

The PayPal member's account type is no longer used to determine whether a fee is charged. PayPal fees are now determined by the payment type - a Purchase Payment or a Personal Payment.

For Purchase Payments, the recipient of the payment will always pay the fee. A Purchase Payment involves buying and selling goods or services, and payments received when you send a "request money" using PayPal.

For Personal Payments, the fee, if any, is based on the Payment Method and the location of the sender and recipient. A Personal Payment involves sending money to and receiving money from friends and family without making a purchase.

    https://cms.paypal.com/us/cgi-bin/m...=ua/UserAgreement_full&locale.x=en_US#8. Fees.
