    Do dofollow link building.blog commenting,press releases,forum posting,link exchange,article submitting.
There are many sites that are dofollow. You can use the "nodofollow" add on of firefox to see whether the link created is dofollow or not. If its blue its dofollow and if its pink its nofollow.

If the link is nofollow you wont get any pr juice from that site to yours. if its dofollow you will get the pr juice flowing to yours site.
But to rank good in google, backlinks are more important as compared to PR.

Getting high PR backlinks is a shortcut to increase your page rank.

Also, make sure you don't have too many outgoing links from your site (keep it <20).

There are several ways to get high PR backlinks:
    - buy link from webmaster
    - request for 2/3/4 way link exchange

add links on similar websites but with high pr and be patient...you’ll have a pr too, the links have
to have the keywords you want to use as anchor text...

If you modify it it's better, but I don't see any problem if you use the same content.

I don't really agree. Google use spiderbot to crawl the internet, and maybe it will detect the copied content as plagiarism, even the truth not like that.
I suggest you to modify it, so it will looks like new.

    Not true.

Google will think it's content syndication, like with articles sites or wikipedia.

It won't consider your link as much worthful, as it would if your link came from a unique page, but it won't harm you either.

You need PR juice from other ranked websites, Blog commenting works very well as the simpliest method. But try to leave your comments on the pages with as little comments as possible If there is a 100 other comments on the same page it will do you no good.

    Hi,

I think targeting right keywords would be the essential step. Using your targeted keywords according to ranking factors would be OK. For a complete list of ranking factors, I would like to recommend "search engine ranking factors" from seomoz.org. :)

    Wish this help,

There's no shortcut to raise your pr immediately but getting backlinks from dofollow high-pr sites can help to increase your pr on the next update.

If you use the same content from your site and submit it to press release sites, that will be picked up and filtered for duplicate content so write different content when submitting to any press release or article site.

To increase page rank .... try these two best option....

Do one way link exchange with same category sites having good PR or atleast equivalent.

Do article submission with unique content.
