There is not a set of rules for promoting affiliate program in adwords that you need to concern - from adwords the only thing that you need to know is the affiliate advertising policy that do not allow to show more multiple publisher ads for a same advertiser on a same search - this is done by the system automatically (no action needed from your side) If you're going to promote affiliates in Adwords you need to be more concerned with the Affiliates Policies for PPC - take a look at this small recent thread: http://forums.digitalpoint.com/showthread.php?t=97052 That discuss promoting affiliate program via PPC
Its nothing to do with Google what products you are advertising. Promoting affiliate programs may be restricted by merchant whether to promote in PPC search engines or not. Several other restrictions applies. Be sure to understand their Terms and Conditions before joining.
