Why don't you open a dispute on paypal?

So you think by posting here you would get a guarantee a refund? It's basically up to paypal and most likely you will win if he doesn't respond. Just keep them updated every 24hours telling them that you sent another email and yet he has replied to you and you would get the refund, well hopefully... good luck:)

The only thing you can do now is file a complaint with paypal, we can't get involved in these matters

Is there ever a guarantee with any business deal?

It was not a very cleaver idea to trade with someone with less than 30 posts.

You should have verified the vBulletin with vBulletin support team before buying a licence.

You have been scammed. Open a paypal dispute and get your money back.
