    1. currency conversions - can create havock with accounting
    2. secure and cheap way to transfer - arrangements can be complicated as money laundering laws - transfer limits - receipients id - etc etc come into it.

    Probably also depends on the overall value a country generates - which may make it economical to run cheques and hope they don't get cached.
