According to me White Hat is the honest approach to optimising a site and the common principle is to try and be liked by the search engines.And Black Hat seo is illegal approach which breaks search engine rules but tries to hide this reality so the site is not banned.

Black Hat is what you want to stay away from if you want long term success. Black Hat methods are those that are viewed as bad by Google, many affiliate programs, and just most webmasters in general. Black Hat is the stuff that will get you kicked out of Google and Affiliate Programs if you are caught, and can even be illegal in some areas (fines, jail time, or both). There is a division in the Black Hat world, as there are many who use Black Hat tactics that are just against the rules of Google and Affiliate Programs, but not expressly noted as illegal. White Hat is the stuff that is viewed as completely fine by Google and the rest. I know you didn't ask, but there is also Grey Hat. That is the stuff in the middle, where it isn't necessarily bad, but it is questionable to many and you should make sure you know what you are doing. Many view Grey Hat as being risky and stay away from it just like they do with Black Hat.

It is all about providing quality content, user friendly and accessible websites. On the other hand, "Black hat" SEO use misleading methods to improve rank of keywords and website by stuffing and spamming meta tags.

In my opinion black hat seo is not a good technique. Only white hat seo is good. Because later it gives good results.
IMHO Whitehat is normal good practice, like creating a site that appeals both to search engines and human readers. Blackhat is when you build artificial links to your content to make it look more important to the search engines.
