A webmaster cheated me so please tell me what should i do :

    A webmaster
    Email:
    paypal address :

    Digital Point Forum username: sweatlana

this person placed my links in a site (and said that that is his own site) and after receiving payment he removed the links and said that he did not got the payment , i gave him transaction ID paypal receipt screen sort but he neither placed the links back nor refund the payment.

Now fortunately i got the original webmaster and told him the thing then he says:

I found the cheater. The link request was in September this year, from
Digital Point Forum username: sweatlana. I had conversation with him (her)
    through PM (private messages).

The user wanted to buy link for discounted price, and I have to say that
from the beginning he sounded like a cheater. I was really in doubt
whether to put link or not. Anyway, when I finally agreed with him and
placed links live, he never paid me! After some time, I sent him message
that I never received the payment, and this is his (her) response:

    Hi
i am very sorry dear but how i tell you very bad news here, unfortunately
my client is no more now he died in a road accident on saturday night.
    aahhh
I know u cant believe on it but its ture dear and i am not able to pay
money for that links so u can take your action dear.
    am very sorry again dear.
    please foregive me.

So you are the creator of that mass email spam at gmail for Gambling links. You need to buy links goto a webmasters forum, Why the hell SPAM people at Gmail and create mass email lists?

Well you really deserve to get what you got. Afterall it was really very shameful of you to SPAM people's id 'uninvited' with nonsense and then others continued the same.

No you cannot because they do not support the intangible goods for any kind of charge back and you would be wasting your phone and fax money as well. I have experimented on this and details I have in one of my articles which once linked got infraction and so if you want to read them PM me

Can't you say the payment was sent by fraud? Then make a chargeback?

As this is a fraud, if you have funded this payment from your credit card, report it to your card issuer with a request for chargeback. Although PayPal doesn't provide assistance or protection for intangible (virtual) items, for official reasons I recommend you to open a dispute in the PayPal Resolution Centre BEFORE contacting your credit card issuer. The reasons for filling the dispute with PayPal are two:

    1. In the chargeback request form usually you will have to describe your efforts in resolving the case with the merchant. As strong your proofs are, as higher the chance to win the case is (I believe in this case your chances are 99%).

    2. As each chargeback is against PayPal's interest (I believe you can guess why), it will be good that PayPal are aware of the problem, but not surprised by the chargeback. This will enable you to keep your PayPal account in top standing and probably will make PayPal to reconsider the effectiveness of their protection policy.

If you are right and can prove it, do not hesitate to use your credit card protection. I have had numerous cases that PayPal was unable to solve, but my credit card issuers solved successfully. If you are interested in these cases in details, take a look at my article How effective is PayPal Buyer Protection and what to do if it doesn’t work?

    Good luck!

I'm not sure you are right
I remember one buyer asked refund not from me directly but via paypal and the payment was refund.
    Try again.

iTrader and age of the user on DP and his reputation (green blocks) are all things that can help you to be sure in trustability of the user
