Just found this http://www.zoomtags.com which provides ads tag cloud instead of the ads themselves for publishing. Interesting idea, but current advertisers' base is important after all . What do you think?

This makes the site vulnerable to big guys lik Yahoo or Google. Current advertiser base is important, so I guess the question is - would you advertise there? I think the pay-per-click approach won't get them many advertisers, but the "rent a tag" thing sounds very interesting. You don't pay per click, you don't pay per impressions. You pay for the time your ad is online. This way, advertisers can't anticipate ROI but on the other hand they don't have to deal with click fraud.
The good questions is: HOW will you get visitors? No one comes to a page full of commercials. Forget the pixels, that was a one-time idea.. EDIT: OK, sorry, I've seen the site and I guess this concept looks rather good, it may have a chance
