I had good numbers coming from one of my zip submit campaigns but all of a sudden the conversion ratio went down the drain. So I went to my affiliate manager to get some things straight. To my surprise I came to know that all companies like generous genie and other ones have the same database for all their campaigns. For example- zip submit for ipod has the same database for zip submit for a laptop. Also they note down all the email addresses and ip addresses in their database and if it's already registered with them the lead does not count. Moreover my am also told me they make heck of a lot of money as mostly they demand personal information and may be credit card details based on the offer.

I talked to my cpaempire am and got almost similar answers from the rest. Contact your affiliate manager and ask for specific details. There are many things which are hidden from affiliates but are revealed on demand or when questioned.
Yes a lot of the CPA networks have similar to the same offers and with some of them companies that run them offers in the networks they don't only have one zip offer, but a few zip and email offers for different things. Once they have an email address from one publisher then they don't need it again from a different offer or a different publisher as there is no need for it if they already have it. I know some companies have over 10 - 30 different offers in some networks, but use the same database meaning that if you sent the same email address to the 30 offers, then you should only receive a lead for one of them as they would have already got what they wanted which is that email. There is no point in getting the same email 30 times and paying for it. I don't own a CPA network, but hope I have helped you out with what I know. I could be slightly wrong, but this is what I think would happen.
Yes you are more or less right but the offers differ and the database should be different. Take the example of friend finder network. The same person can register on passion, friendfinder.com, alt.com or any other friend finder network sites. They have different databases. But my point is why have thousands of doors to one house? In simple words why have different covers when the product inside is the same. Isn’t this cheating the eventual user?
By the way I just came to know from my affiliate manager that there are some networks who have no scrub offers. They refresh their database every two weeks. It means your lead would not be scrubbed off. Because a single person can make multiple purchases.
