    I think that depends on where you live and how you use the site. it is of questionable motives to run a business like this think.

    I personally think this could bring some legality issue upon the owner.

    I haven't read the terms of service but i bet it will state that a user much own the original code / have rights to decode it. carrying on with the procedure means you adhere to them.

    Perfectly legal as the site offers a service + terms.

    complete business means you get all stuff (domain, source code, decode tools, database...). You can download documents and check them out. You can see 'partnership' section, it ensures that you can run a legal business. You can also see the reasons on the documents.
