Do you have leased server or just a reseller account?
If you don't have root access, then ask your host to install the same.

Have you checked phpinfo if it's already installed?
Yes, most hosts install on request or already have it loaded.
BTW, why do your need this installed ?

Lots of script (billing systems are a big one) are zend encoded or ioncube encoded thus requiring one of them.

For a cPanel host this is such an easy install (it's easy without cPanel to) but in /scripts/ there is installzendopt which can install zend (grab the right optimizer and such)

There is no reason why the host will not install Zend, so just drop them a email and ask them :)

Or give them to install using this command /scripts/installzendopt and it'll install Zend Optimizer automatically.
