The world doesn't need any more CMSes IMO. Although I would recommend Zend Studio for large projects that use the Zend Framework.

I would suggest CodeIgniter framework. I've been using it a lot lately, saves a lot of time and very easy to extend.

i'm confused? do you mean CMSes -> by zend, saying zend is a waste? or do you mean i shouldn't bother building my own CMS?

I'm pretty sure Danltn meant there's enough CMS's so you shouldn't bother building your own.

ZF is a fantastic framework but its big and has a fairly steep learning curve. Before I'd recommend or not recommend Zend Framework I'd have to ask you what your skill level is in PHP? Are you up on your OOP with PHP 5? What are you trying to accomplish with the CMS? Do you want it to be light weight, full featured, work on all systems, or ... ? What technologies do you want in the CMS? All very important questions before deciding on whether to use a specific framework or not. I could go on but there's a good place to start.

Quickly, off the top of my head...

    Pro's:
    - Established
    - Very full featured
    - Fantastic support (specially in IRC)
    - Active development
    - More losely coupled than many other frameworks
    - Still mostly PHP and not some abstracted one off design

    Con's:
    - Can be a big learning curve
    - A large framework which some may consider slow
    - Although touted as simplicity first there are some awkward classes
    - Too much in the "core" distribution
    - Lots of documentation but its by far best in its class for docs
