If I am a foreigner but I obtain a US tax ID (using a service like this: http://tinyurl.com/72lwn  ) could I subscribe to YPN? Does YPN send payment to non-US countries? Thanks.

Nope!!! Some webmasters have been droped from the program from being non-USA. What a few non-USA webmasters have been let in with Yahoo knowing about it, like Jenstar. If you get millions of pageviews a month, you might want to contact them

No payment outside the US, and you also have to certify in the W-9 that "I am a U.S. person (including a U.S. resident alien)."

Since it can take up to 75 days to get your first payment, I wouldn't want to risk them not paying on the last day and being out all funds owned since the TOS was violated.

Hmm. are you sure it's 75 days instead of 45 days? How did you know this?

It's 45 days efter the END of the month. But max 75 days from the firts day in
the first month you start to promot YPN. So in worst case you can spend a lot of money on getting traffic to your site only to see on the day 75 you don't getting payd.

    Hm...
    From YPN website:
Also there is form W-8BEN which substitutes W-9 for foreigners: http://www.irs.gov/pub/irs-pdf/fw8ben.pdf

Is it just rumors or you know it for sure? Maybe they have been dropped for some other reason? (e.g. for not having US Tax ID or non-US targetted website)
Any non-resident non-US person can get US tax ID (ITIN) with no problems.

"At this time, the beta version of Yahoo! Publisher Network is only available to publishers within the United States. We will provide details on availability in other countries as soon as they are available."

If you don't live in the US, you run the risk of not getting paid.
