    How can we run video ad on Youtube and what is the process for creating video ad, charges etc..

    You should search that on googl support website. There is already many guides there on this.

    And once you've got it set up, there will be a tab on the left of the Adwords interface labeled "All video campaigns" from which you can manage your Youtube campaigns.
