Regarding their partner program, I assume I need to create an account for each individual account? Or can this be done all at once? Thanks
You'll probably be better off if you read their guidelines: http://www.youtube.com/yt/partners/ From what I see I can tell that the same people, who have some popularity on YT, have more than one channel and I assume make income from all of them. But I don't know if YT allows them to combine those channels into one account. I kind of think that they can.
