why do you like your forum to talk about only Youtube? These days many video sharing sites out there so you could search for all and create one or two category for each video sharing sites.

You need to offer a contest. When a forum is empty, it is like walking into a haunted house.

 

Too many boards. Less boards with more threads per board looks better.

Also, convert to something other than phpBB if you care about SEO.
