I'm not sure I understand your question. Can you please clarify?

It's good to start a blog and, if you're familiar with the subject, you can write articles for it. If you're not, then you hire a freelancer to write the articles for you.

    Website is optional.
It will more professional looking if you have a website to keep track of you work.
The website can be used to post some of the testimonial of your previous client and your portfolio.

If you are offering services related to internet you must definitely have your own website even if all the business deals are being made at forums, classifieds etc. People will need to see your work before buying from you.

I like the idea of a website and keeping a track of who you work for, in case they need further work from you.

It is nice to be welcomed and remembered.

At the very least make a simple site, to keep up your previous works. It's an edge and provides your hirer a sense of things you've done.

If you plan to be offering internet services, it's always a good idea to think of a website to use as a presentation and portfolio. You'll be asked for that to show and it's disappointing if you can only reply with "I'm sorry, I don't have a portfolio" so it's resirable to have a website set up to serve your business.

Better make a personal blog and talk about your services there. You can't depend by a forum or something like that. If you want money, you must give some money...
