I think this person is charging $1 for his report; not for the actual placement. IE ... once you submit your site and and keyword he'll analyze your site and let you know what you need to exactly do to achieve top 10 ... Well then I suppose it would be good to know what software you are using. There are good ones that are pretty expensive for some, and could benefit from a report from such software. That's IF this is the case.
