    You need to enter your Adsense Address varification PIN in order to release your payment. I think PIN varification is not successful..

    Open My account Tab and then account settings and there you see Payment Holding unchecked that box if it's checked.

    Then wait for while Hold on your account will be lifted after sometime

    there is something wrong with your account (invalid clicks or fake traffic etc..).system can't check it but it refer to google team and they will check manually and if you are 100% right with TOS then maybe you ll save but i know it is difficult for you to save account.
