I don't have any good news for you. Forums are the most difficult platfroms to get off the ground. The problem is, even if you rank 1st for a million keywords, no one is going to hang around let alone signup, if the forum is empty or has very little activity. You're going to have to buildup not only the amount of threads and conversations but also the member count. You can create a lot of accounts yourself and ask family/friends to help, or you can hire people to help create activity.
You may hire someone on upwork or fiverr to create some accounts on it and make some posts to get the ball rolling. You may also share a work about your forum on other forums like you did here. Share it on relevant Facebook groups and on reddit.
First of all two hyphens in one domain is a big turn off. A domain should be easy to remember. Secondly what information does your site have which people can't already find on google maps/reviews? Suppose if I want to visit a park I will find all the information on google maps e.g. reviews pictures etc. In my opinion such a forum will be very difficult to run or take off ground.
Yes, forums are hard and expensive to promote as you need to create some activity in the beginning. You can either do it yourself or pay others. As mentioned above, nobody will sign up if your forums looks abandoned.
