I stick to emailing webmaster and asking them to link to my site. I think its vital to build up relationships with other webmaster in your industry.
craiglist, ebay advising and listing, digg, other social bookmarkings and directories are good, but i am always looking for new and better ways.
if my site is new i try to submit the posts not the homepage to a lot of social bookmarking sites and submit to new directories announce here on dp
a lot...but social bookmarking sites is a great help for traffic and some of it are consider as IBLs...

Find similar sites within your niche, and contact the owners by email for a link exchange. Never send out mass email, you must personalize each message you send. Some say their success rate with this method is less than 25%, but it doesn't hurt to try. Also make your that your site has plenty of content and has been around for a while before requesting a link.

I've set up one of my pages with a direct link exchange request. It's worked to get me five or six exchanges so far, and then it saves me the time of emailing and asking for an exchange. I have also used Vadmark to buy links. Lots of decent sites on there (article directories, tutorial websites, etc) that get lots of hits who are willing to sell textlinks for $5/month. I get a decent number of clickthroughs through those kinds of things
Create an affiliate program. You will get people linking back to you as well as people promoting your product. Win/Win situation.
