Depends what it is. I started a first aid company several years back. We stock first aid kits at business locations. Tried yellow pages, billboards, and misc.. Nothin worked better, or even as close to, just walking through the doors and speaking to the person in charge face to face. I think many of us are too comfy hiding behind our computer screens. If you think your site is great go make 1,000+ flyers. How much does that cost? Make them 4 ads to a sheet that explain about your website. Now you have 4,000 ads. Now give one to every person you talk to. You don't have to look for people, just give it to the ones you talk to or even just say hi too.
I agree with camp185...the "best" will depend entirely upon what the business is. Article marketing works great for somethings...ppc for others...flyers for others...etc. What are you looking to promote?
I currently market my business through networking with other people.. depends on what type of business you own though..

all of these businesses are way too saturated. My advice would be find something unique to offer. This way your clients will promote you, free of charge Otherwise you will need to spend a lot of money/energy without being sure for the results

Competition and saturation is everywhere but if the services are unique and are designed for the customer's satisfaction then hopefully they work well. as you are in service business, I would suggest you to 1.make your online portfolio page on you site also with (real) testimonails . 2.build reputation through freelance site. there are many companies offering services there and many have got many jobs. eg. www.getacoder.com, www.getafreelancer.com, www.scriptlance.com (i like the 2nd one though) 3.offer your services in webmaster forums like DP or other (same strategy, start with low price to build reps.) 4.make your own site and services page look good. no customer will ask you to do SEO when you can put yourself on top10 or your site look not good. just my thought.
Natural traffic from mostly on site SEO work has been the best on all of my sites. Backlinks would be next and Myspace has been alright.
