So are you wanting 700 different articles? I'm asking this because if I buy this service and submit one article which will be posted on all your blogs, your blogs won't gain any PR because of multiple sites showing the same content. Also, do each of the blogs have original content or are all the blogs the same? Do you make regular original posts in each blog?
