You don't have permission to access when I try to access web

    When I try to access my virtual host via IP http://192.168.1.11/~domain I keep getting
    You don't have permission to access /~domain/ on this server.


    I have not changed my dns over yet
    should it work if I visit
    www.domain.net ?

    Here is my config

    <VirtualHost *:80>
    ServerAdmin
    DocumentRoot /home/domain/www
    ServerName www.domain.net
    ServerAlias domain.net

    <Directory "/home/domain/www">
    Options +Indexes FollowSymLinks +ExecCGI
    AllowOverride AuthConfig FileInfo
    Order allow,deny
    Allow from all
    </Directory>

    # Logging
    ErrorLog logs/domain.net-error_log
    CustomLog logs/domain.net_log common
    </VirtualHost>

    The mod_userdir should be disabled in your server, however I presumed that it is cPanel server. That's why http://192.168.1.11/~domain is not working for you...

    i have folder that have 775 permission and owner Apache but i try to download that folder content(video files wmv, avi, ) give "no permission
    but i have another folder that has same permission and owner to privous folder but that folder has flv files can download using web url
