    I am using cPanel 11.18.3-s21703.

I am trying to create a FTP account, so I don't have to use root to access. Can someone give me some steps to do it?

I see account creation, but it asks for Ip Address, Shell Access, Frontpage, Extensions, Cgi Access, DNS and all these confusing stuff. Please help!

Just create a new account without giving it shell access or frontpage extensions, heck, you can even use a fake domain and just use an IP address to view the files on that account in IE/Firefox/etc.
After you create a new account you'll have to wait a bit on that page for a confirmation that everything has been created, you'll be able to ftp into that account with username/pass. Read up on the cPanel manuals, they help.

The best answer, you should check with your vendor to see if you can use full line. If you are on 10mbps line, but limited by amount of transfer/month, it's different story
