I agree with the others..I think Yandex is used mostly in Russia.

 

Yandex has >60% market share in Russia and they too have a Webmaster Tools in English. Unlike Google/Bing, it needs long time for your site to get indexed. It will be much faster if your site is hosted in Russia or having some Russian pages but traffic is doubtful for English content.

 

If your site in in russian, that the time to index is almost the same as in google or bing, of course it'll be much faster, if you add your site to yandex webmaster tools.

 

It's really very popular in Russia. Just like Baidu in China.

 

If your site is in Russian than it's the #1 in Russia and other Russian-speaking countries. I have one site in Russian and I definitely get a lot of traffic from Yandex...

Yandex Direct is a great PPC if you need Russian traffic. It's really great, very good targeting, but prices are also high...It's legit!
As for SEO - they have quiet a lot of similiarities with Google. But also a lot of differences

 

If your site is based on Entertainment or Finance the it may be possible you can get traffic through Yandex.
