Is anyone else having trouble getting a decent "Quality Index" for their ads?

Perhaps my situation is unique. We sell high quality executive office furniture with an average order being about $10-12K. When using PPC, we want quality clicks from customers who are looking to spend that much for their office furniture, not someone looking for bargain desks or economy furniture.

We don't expect to get a high CTR for some of the common search terms (desk, office furniture, conference table), but Yahoo's "Quality Index" doesn't seem take that into consideration.

Can anyone help me demystify how this "Quality Index" works and how we might improve ours?
