    ... a valid U.S. Social Security or Tax ID number, and web site content that is predominantly in English and targeted at a U.S. user base...

    As far as I know, you don't need to live in the United States to get a Tax ID number.

    Has anyone outside the U.S. has got hold of a tax number and joined YPN?

    Not me personally, but I've heard of people registered a company in the USA. (you'll get a tax number) then registered the company with YPN.

    Individuals can also apply for a U.S. tax number. For example, if you open a brokerage account with a U.S. stock broker, you'll need a tax number. If I remember rightly - maybe I don't, so anyone interested would need to check for themselves - you need to complete a W-7 form:
