That's search marketing aka their advertising division, that's if you want to advertise, not publish. You have to be in the United States to become a YPN publisher, also you should read the TOS before posting here, or at least search.

In the french version, on http://searchmarketing.yahoo.com/fr_FR/index.php you have a link : become a partner/publisher. It is PPC based on content (not only search). Example : http://www.allocine.fr/film/fichefilm_gen_cfilm=129188.html I though that's something similar to Yahoo publisher. But limited to big websites. No ?
I dont even speak french but understood that they do accept french publishers http://searchmarketing.yahoo.com/fr_FR/pn/cp.php something with above 500,000 something per something. But still, they are accepting.
