    I want to start work with Yahoo Publisher but someone told me that it is not free like google.

    so is it free or not and if not why yahoo not make it free like adsense.

    Yes, both YPN and adsense are free to join.
    The only different is adsense is open for worldwide member but YPN only available for the US member
