No Only your own email from a domain, or exchange server (company) email can use Outlook. Free email providers do not have support for outlook.
You have to buy an upgraded plan Email plus or something to have this option, I used to do it but found it not worthwhile. http://overview.mail.yahoo.com/enhancements/mailplus
You do it in Outlook, not at Yahoo. Set up the account under mail accounts and select 'http' as the server type. Enter all the password and link info and you should be good to go.

Major free emails like hotmail, yahoo mail used to offer free emails with pop3/smtp support. Around 2006, they don't support pop3/smtp any more. you have to login email account via their website. It means you can't receive and send email via email client like outlook. You have to login via website and review their ads. That is the truth. However old emails go on support pop3/smtp and only the paid member email account supports pop3/smtp. But gmail support free email with pop3/smtp support all the time. lol
I think yahoo doesn't offer pop anymore on their free account, i would suggest forwarding all your email to gmail from yahoo then, just gmail to download it to your outlook using pop or imap, which they offer for free
