Yahoo ignoring my spend per day and max bid

I am trying to advertise my directory http://www.vuwl.com and have added all my keywords etc to my yahoo compaign. I set my spend per day to 1 dollar and my max bid at 10 cents. Therefor I should just get a max of 10 clicks a day just for a test. Instead of yahoo following this I had 3 clicks out of 800 impressions and they tool nearly 8 dollars from by credit. What are they playing at?? am i doing something wrong?? or are the settings just there for the fun of it and dont actually do anything.

I really don't like the Yahoo account/billing at all. In that area google is much better.

It used to be a lot worse few years ago, I know I had my account with a negative balance of $400-500. So I guess now they are okay. You can live well without $8. :) You cant really tell the difference.
I've asked many times to get refunds but they are not as open as google or other PPC search engines are.
